Under the proposal, each domestic league would be permitted to move one top-flight game per season to a foreign country.

Host nations would also be capped, with a maximum of five foreign league matches per season allowed on their soil.

The move comes after failed attempts by La Liga and Serie A to stage games abroad, including planned fixtures involving Barcelona and AC Milan.

Under the new framework, any international match would require approval from multiple bodies, including national associations, confederations, and FIFA itself, which would hold final veto power.

Concerns over player welfare, travel demands, and the impact on local leagues will play a major role in decision-making.

There will also be requirements to ensure revenue is shared across the game and that fans of the clubs involved are properly accommodated.

The proposals are still under review, but FIFA aims to have the system in place as early as next season.
